Bad People's List 
This is a second pair of eyes list used in a USPTO patent Quality Assurance Program known as the second pair of eyes review program wherein USPTO staff referred to patent examiners listed on the list as "Bad People". Because patent examiners were referred to as "Bad People" on the list, and because being on the list was highly correlated to an examiner receiving disciplinary actions, poor ratings, and other "bad happenings", there has been some question as to whether or not this list was a "hit list" for removal of patent examiners. This list was used at a time when the criteria governing selection of TC 1600 patent examiners for placement on these lists were not limited to situations in which clear errors in patent examiner work were verified and correction found to be necessary.
